Can you paint latex over oil-based paint? Yes, with the right prep.
Sherwin-Williams suggests a quick test first: rub a spot with a rag dampened with denatured or rubbing alcohol. If the paint softens or rubs off, it's likely latex; if not, it's likely oil. Over oil, wash the surface clean, sand the gloss dull so the new paint can grip, and use a bonding primer before your latex topcoat. Swipe for the details.
