That new concrete may have cured but that doesn't mean it's ready for flooring.

Before a flooring system goes down, the concrete must be evaluated for:
• Surface profile
• Moisture
• Contamination
• Weak or laitance-rich concrete
• Existing coatings or adhesives
• Cracks and joints
