Black-Top Paving is underway on a new highway project just north of Harrisburg. Cement stabilization is currently in progress: the existing roadway is ground up and repurposed with cement to form a durable base beneath the new surface. Reusing existing material this way cuts down on waste and hauling while building a stronger, longer-lasting road.

Grateful the City Offices of Harrisburg, South Dakota chose to work with Black-Top Paving on this project. We look forward to delivering a road the community can rely on for years to come.

A durable parking lot is built in layers, and each one serves a specific purpose.
When people look at asphalt, they see the black surface. But that surface is only the last few inches of a system built from the ground up. Here’s what’s underneath:

Top lift: The surface you drive, park, and shovel on. It’s dense and tightly compacted to handle traffic and keep water out.

Tack coat: A thin, sticky layer that bonds the top lift to the asphalt below. Without it, layers slip and separate, and the surface starts to peel and crack.

Bottom lift: The shock absorber. It takes the weight of every passing truck and spreads it out so the surface doesn’t crack under pressure.

Aggregate base: A thick bed of compacted crushed rock. If pavement has a backbone, this is it.

Compacted subgrade: The native ground, packed tight.

None of these layers work alone. Built right, they act as one system that carries heavy loads and survives our freeze-thaw winters. Cut a corner on any one of them, and it eventually shows up on the surface as ruts, cracks, or potholes.

More than a year in the making, this project brought together Black-Top Paving and our sister company, Journey Construction, to transform the Central Church campus. The scope included grading for new driveways and parking lots, laying fresh asphalt, and maintaining a large portion of the church’s existing lots so the entire campus works together seamlessly.
Projects like this take careful planning, phasing, and coordination, especially on a campus that stayed active throughout construction. We’re grateful to Central Church for their partnership and patience, and proud of the teams at Black-Top Paving and Journey Construction who made it happen.

The new and refreshed lots are now open and ready to welcome the congregation and community.

Black-Top Paving recently completed a full mill and resurface of the large parking lot outside the new DICK’S House of Sport entrance at the Empire Mall in Sioux Falls. Our crew removed the worn surface layer and laid down fresh asphalt, giving one of the city’s busiest retail destinations a smooth, safe, and long-lasting lot.

The lot is now open and ready to welcome shoppers. Thank you to the Empire Mall for trusting our team with this project, and to our crew for their hard work and attention to detail.

Nearly 100% of reclaimed asphalt gets reused. When we mill up an old parking lot or road, that material doesn't get hauled off to a landfill. It gets processed and blended right back into new pavement.
That's good news for the environment and for property owners. Reusing existing material conserves natural resources, cuts down on waste, and helps keep project costs in check.

So the next time you drive over fresh blacktop, there's a good chance part of it has been paved before. Sustainable, durable, and built to last, again and again.

You've probably seen our crews working around the Empire Mall recently, and we're excited to share what we're up to!

We're completing a full mill and replacement on the western parking lot, right by the new Dick's House of Sport. The old pavement is being removed and replaced with a brand new surface built to handle years of traffic.

We can't wait for the Sioux Falls community to experience the mall's newest addition, complete with a fresh new parking lot to go with it. Thank you for your patience while we work, and stay tuned. We'll keep you updated on our progress!

Work is officially underway at the new Brandon Pool parking lot in Aspen Park! 🚧 These photos show step one: establishing the groundwork that every high-quality, long-lasting surface starts with. Beyond more parking, this project will give neighborhoods to the west a more direct and safer walking route to Aspen Park. We're proud to be part of a project that will make it easier for families to get out and enjoy summers in Brandon, and a big thank you to the Brandon Development Foundation, Inc. for helping make it possible.
